The Springthorpe Owners Corporation Committee comprises elected lot owners serving on a voluntary basis. Members with a gold border card hold a current office-bearer role.

Paul MacNeill
Committee Chair
Paul is an entrepreneur and community leader serving as Committee Chair. He founded and built two technology businesses over more than two decades — growing them from the ground up before a successful exit — and brings that same commercial discipline, financial rigour, and collaborative approach to the Springthorpe Owners Corporation. Away from work, Paul serves as President of Cape Paterson Surf Life Saving Club, reflecting a genuine commitment to the communities he is part of. He contributes to the Finance, Grievance, Legal, and Architectural Review (ARC) sub-committees.

A former Physiotherapy Manager and Quality Control & Risk Manager for a multi-site private hospital group, she is well-placed to support sound estate management. Margaret has been active in the Springthorpe Heritage Website project, serves on the governance sub-committee of U3A Banyule, and is a community advisor to Austin Hospital’s Community Advisory Committee. She contributes to the Grievance and Maintenance sub-committees.
Lee Rattray-Wood
ARC Chair & Member
A Springthorpe resident since 2003, Lee has dedicated over two decades to the Owners Corporation — including roles as Co-Chair and Chair — and continues as Chair of the Architectural Review Committee. The principal of an architectural practice with over 40 years’ experience, Lee ensures estate works and design decisions meet the highest standard of quality, amenity, and estate character. He chairs the ARC and contributes to the Legal, Maintenance, and Social sub-committees.

Currently Director of Infrastructure & Support Services at the Department of Energy, Environment and Climate Action (DEECA), he has a strong track record delivering complex infrastructure outcomes across large organisations. He contributes to the Maintenance and Social sub-committees.

With 30 years’ experience spanning enterprise software, infrastructure, and artificial intelligence — and as Cisco’s AI CTO for Asia Pacific — he supports sound governance and digital communications for the estate. He also advised the State Minister for Health. His public service has been recognised nationally with a Centenary Medal in 2001 and the Order of Australia Medal in 2011. Brian served as Chairperson of the Springthorpe Body Corporate from 2024 to 2026, and contributes to the Architectural Review (ARC) sub-committee.
